Low-income
homeless families and homeless survivors of domestic
violence are eligible to receive an average of nine
months of rental subsidy assistance if they commit
to going to work. Some participants may need to attend
full time vocational training in order to acquire
the skills to become employed full time.
Program
participants are chosen after an extended period of
assessment by a service provider and receive continuous
case management support and employment counseling.

As
a Linkages participant, the family head-of-household
must be committed to working or going to school full
time. Other family members age 18 or older may also
be assisted in attending school and becoming employed.
The family is required to sign a "contract of
responsibility" to plan a family budget, and
to go to work.
Also,
they must actively seek positive resolutions to issues
that are detrimental to the family's health by attending
counseling or seeking professional advice. If a family
chooses not to complete school or not go to work,
they lose the privilege of being in the program.
