About Allied Housing

Our Mission

Allied Housing, Inc. is a non-profit 501(c)3 organization whose mission is to provide affordable housing linked to job training, employment opportunities, and supportive services for low-income families.

The purpose of Allied Housing is to house low-income families and individuals so that they can achieve stability and self-sufficiency. This purpose is accomplished by developing affordable housing, securing affordable rents, and providing housing-related services (e.g. master leasing, property management, and case management) linked with collaborative networks of agencies in the fields of job training, employment opportunities, and supportive services.

Allied Housing was incorporated in 1994, and is a Community Housing Development Organization (CHDO)
as defined by HUD.

Allied has Two Major Goals:

  1. To raise the socioeconomic, educational and employability levels of the residents of Alameda County and,
  2. To expand opportunities available to individuals and families to obtain adequate affordable housing by construction, rehabilitating, and providing decent, safe, and sanitary housing for low and moderate income person


The Housing Scholarship Program

Allied Housing manages The Housing Scholarship Program (HSP) in the Tri-Valley region of Alameda County. HSP provides housing support to low-income individuals and families that are enrolled in job training programs and will secure employment at the end of that training.

Different from Linkages, HSP works with a community Advisory Board that reviews the viability of an applicants plan leading to self-sufficiency. Supporting documents such as transcripts, budget information and credit history challenges, childcare and transportation plans, are taken into consideration prior to the approval of rental subsidy. The clarity of planning, program accountability, and supportive case-management services make this program a demonstrated success.

HSP is in its fifth year of operation in the Tri-Valley region of Alameda County. Eighty percent of the graduates from 2002-2003 have maintained stable housing and secured employment. When in operation, the HSP in the City of Alameda achieved 80% of its enrollment goals within less than six months of program implementation.

Housing Development

Allied Housing increases the supply of affordable housing specifically in multifamily housing developments for small scale and special needs housing in Mid-, Eastern, and Southern Alameda County. This commitment has enabled Allied Housing to increase its development staff, expertise and overall capacity as an affordable and supportive housing developer.

Since this time, Allied Housing has developed a 9 unit affordable housing development for low-income families in Livermore, and is currently in the process of developing 28 units of new construction, affordable and supportive housing in Castro Valley, in addition to partnering with TCHC on the development of 18 units of affordable housing and supportive space in Fremont.

The Linkages Program

Allied Housing provides leasing and service coordination for the Alameda County Housing/Jobs Linkages Program, which is currently in its 6th year of operation. Beginning this year, Allied Housing will expand its role by providing the overall coordination for the Linkages Program.

The Linkages Program provides rent subsidy, case management, and employment services to individuals coming out of homeless shelters as they begin their path to self-sufficiency. To date, 260 clients have been placed in subsidized housing. Ongoing case management and training is also provided as individuals continue on their path to self-sufficiency.

The Linkages Program obtains transitional housing for homeless families through the leasing of up to 50 units per year from private sector landlords. This activity includes working with the five area housing authorities to access public and Section 8 (FSS) housing, working with area nonprofit housing developers to access units for clients in exchange for support services, working with private sector units of affordable housing through Eden I&R's computerized rental housing data base, creation of shared and co-housing, and working with landlord associations and the real estate industry.

In 1999, the Linkages program was honored with a National Best Practices Nomination by HUD.
